Shop GAVE UP on this Subaru?? ('06 Outback: NO Headlights)

My old neighbor dropped off his 2006 Subaru "Farm Beater" Outback at PHAD because it has NO HEADLIGHTS!
His "regular shop" had it for 1 MONTH and completely GAVE UP.
The only thing they did was install a "Bypass Ground" so the High Beams are ON ALL THE TIME...better than nothing, right?
Let's take a look at the Wiring Diagram for the Headlights and figure out what's missing.
Turns out to be a neat case study :)
